A Structuring Model
Collaboration, mutual learning and building knowledge together are central to the philosophy and modus operandi of this project. This approach is supported by an integrated system that combines a (virtual) learning platform and portal with information resources and communication tools. The approach combined with the integrated system, are referred to as the "structuring model" or simply "the model". The model uses different types of knowledge, provided in the virtual classrooms, the databases, and in targeted "advertising".

Thematic Focus
Activities will continue to be focused on Virtual Education, Local and Regional Development, Intercultural Relations, and Human and Social Development. These initial thematic areas will be further expanded in collaboration with project partners. Three new themes are envisaged: Community Economic Development, International Relations and Development, and Participatory Research Methods. Depending on the demand and opportunities, activities will include other themes from the social, natural and information sciences, technology, and productive sectors.

Reaching over 130,000 professionals
This initiative is supported through a Newsletter that reaches over 130,000 professionals, university professors, researchers, policy makers, and development practitioners across Latin America and the Caribbean. The Newsletter will provide information about research products, study results, training programs, postgraduate courses, exchanges, events, discussion forums and business opportunities, for the benefit of the diverse learning communities in the region and Canada.

In its second phase (2008-2010) this project will promote and further develop an Internet-based model that supports North-South and South-South knowledge partnerships based on management of information and learning activities, implemented through ICT-based pedagogical approaches, resources and practices.
Specific objectives are to consolidate a model of collaboration supported by a platform, portal and organizational arrangements that provide opportunity, tools, and resources for the activities of learning communities and communities of knowledge and practice (CoPs); to enhance and promote modes of collaboration for the design, exchange, adaptation, and delivery of short online courses for professional updating; to provide short-term work and learning opportunities to Canadian and Latin American graduate students, postgraduate fellows, professors, and practitioners; and, to contribute to furthering the development of participatory research methods in Latin America and the Caribbean (LAC).
Project outputs will include an integrated Internet-based information and communication service; a mechanism allowing project's partners to upload information to databases and a newsletter, forming the basis of an increasingly self-administered system; a series of 20-25 new online non-credit professional development courses produced by Canadian and Latin American project's partners; training of up to twelve Canadian graduate students in virtual education; and training of approximately 450 professionals in LAC.
The project is expected to demonstrate that working across geographic, thematic and organizational boundaries is sufficiently beneficial in Canada and LAC to motivate collaboration in the form of ICT-based information sharing, training and collaboration in learning communities and CoPs beyond external support.
